[m2m-iwg] Upgrade Sandbox broker?

mosquitto version 0.15

The latest mosquitto is now 1.0.2 (although it looks like test.mosquitto.org is running 1.0.1 at the moment).

Any maintenance plan in place to update the Eclipse M2M sandbox? Should I open a Bugzilla ticket (and if so, against which project?)
