Ideally, it would be nice to have the reference implementation be loadable with or without OSGI – e.g. a loadable core that can be bootstrapped in an OSGI container, a Java app, or even a web app server. Anytime a framework dependency comes into play, it can instantly limit potential adoption.

this might be worth moving as a discussion to the paho-dev mailing list.
I know that there were discussions at EclipseCon of an OSGi MQTT server and a couple of people mentioned that they might start work on one.
I've not yet seen an example "in the wild" but I think any contributed server code would be worth consideration.
