[m2e-users] Central repository not being hit

Running maven on a build machine, the central repository, repo1.maven.org/maven2 was not being hit. When it was added into settings.xml the missing dependency on a project was finally resolved.

My understanding is that by default the central repo should have been queried. Any explanation as to why it wasn't? There are no mirrors defined so nothing to override it.
