Indeed, I was waiting for the 1.3 catalog to build first. 
Anyway, regardless of the catalog availability, extensions owners need to make sure their plugins are compatible with 1.3. i.e. they should mostly check there's no fancy version range constraints like m2e [1.2, 1.3)

 
Also, I noticed that you filed a pull request for https://github.com/sonatype/m2eclipse-extras that Jason applied. But I read it as that repo is obsolete and the change should be done to https://github.com/sonatype/m2eclipse-discovery instead. But I could be wrong; Jason should know.

That's was the plan, because m2e 1.3 introduces new APIs. New m2e extensions leveraging these APIs *might* break, or at least not behave as expected when run with m2e < 1.3
Now we had some build issues preventing us from  generating a new catalog for 1.3 and we couldn't respin before Juno SR2 RC4.
So there's a strong chance a dedicated m2e 1.3 catalog won't be available for the release next week.
