It might be best to direct your question to the oslc-rm@xxxxxxxxxxxxxxxxx mailing list for OSLC Requirements Management WG [1].  I know the oslc_rm:RequirementCollection adds the oslc_rm:uses relationship property beyond oslc_rm:Requirement
