Top level projects require a charter. Most of the charter is boilerplate sorts of stuff.

But we do need a well-defined overview, mission, and scope.

The standard template provides a good start:

We're fortunate to have many good candidates involved with LocationTech already. Please do volunteer if you're interested or suggest someone you feel might make a good candidate.
