[location-iwg] Top level project and PMC

Hi Everyone,

The charter is approved, members are signing up, projects are working on 
proposals, logo is being designed, web site is being created, etc. etc. 
It's now time for us to create a top level project and Project 
Management Committee (PMC) for LocationTech.

I believe we'll have 3 or 4 top level projects in time to represent our 
core areas: model based design, mapping, data storage and processing, 
etc. For now, we'll get started with 1 to minimize overhead. We can 
create more when the pull compels us.

The PMC & PMC leaders help projects developers to understand the 
development process and follow it. I am now recruiting the handful of 
people to serve as our initial PMC representatives. We're fortunate to 
have many good candidates involved with LocationTech already. Please do 
volunteer if you're interested or suggest someone you feel might make a 
good candidate.
