[location-iwg] Introduction

Hi all,

I recently was informed of this list through Andrew Ross, and joined to learn and observe more about the location IWG.

CARIS recently open-sourced a _javascript_ API named OSCAR-js (
http://oscar.caris.com/) that was used to build some of our COTS products.  It is licensed under the Apache 2.0 license.  The goal of OSCAR is to provide CARIS users a supported way to build their own web map clients, and have the rights and ability to fork and modify the code as they see fit.  The API simply builds upon OpenLayers in so much as we treat OpenLayers as a pure dependency of our API, and we focus on creating value-added components that benefit our customers.  For example, data discovery and download (WFS, WCS and soon more CSW).
