An excellent and current example of Andrew's #3 is the Eclipse IDE for Automotive Software Developers[1] in which each component contained is decided upon by the Automotive IWG[2] in one of their work packages[3].

3) The industry working group itself decides on direction and can define a list of outputs/deliverables. One item that we've talked a bit about already is defining and producing a platform to be released regularly.
