[linuxtools-dev] target file definitions

Hi, 

This worked for 5.1& 5.2 but is failing for master:

I use the ./releng/org.eclipse.linuxtools.target/linuxtools-e4.6.target  as the target platform. 

Then set the API baseline and point it to the above target.

Then build & run/debug.

On master the following happens: ~ 

Errors occurred during the build.

Errors running builder 'API Analysis Builder' on project 'org.eclipse.linuxtools.docker.core'.

java.lang.NullPointerException

Errors running builder 'API Analysis Builder' on project 'org.eclipse.linuxtools.docker.ui'.

java.lang.NullPointerException

This is on Neon.2.
