[linuxtools-dev] proctools directory removal

Hi, 
proctools is staying in our git repo. We inherited it from sequoyah project if someone wanted to keep it alive. 
As: 
* there are no changes since the import
* it's not integrated into the build and might not even be buildable anymore
* clearly noone is interested

I propose deleting it and if someone is interested he/she can always revive it from history.
