For now, hardware doesn't seem to be a bottleneck. Maybe with more and more Gerrit usage and automatic builds for Platform projects, we'll find the need for more Jenkins executors/slaves. But it's not yet the case.
There are actually 51679 tests in JDT test suite. It might be worth investigating whether it's possible to run tests in parallel. I've opened https://bugs.eclipse.org/bugs/show_bug.cgi?id=422748 to track this idea.
