[jdt-core-dev] Fixes for F4

The following defects have been identified and evaluated as serious enough
for the corresponding fixes to be released for F4.
We do not plan to add more fixes before the end of this test/fix pass,
unless something critical comes up.

20427 J9c needs internal batch compiler methods to be public
20309 cannot code resolve on binary method with member type arguments
20158 Close and reopen a project does not remove errors
20325 CP Variable - should not persist "initialization in progress" value
20173 Open type from a jar located inside a closed project.
20135 2.0 deprecated method
