The bug has been resolved:

 There is no need to request PMC approval before committing patches attached to bugzilla (so long as they are small contributions of less than 250 lines).

So reviewing and committing most patches should be as easy as anywhere else (just remember to flag them as iplog+ in the attachment properties).

Different documents state that PMC approval is needed or not needed, so this is unclear.

For the time being, before checking a patch in svn, email the technology-pmc list to request approval (or let me know and I'll do that, since I'm already subscribed).
