[higgins-dev] Higgins 1.1 M4 build status

Hi all - we need to move the date of M4 build out one more week. Work  
remains to finish up the STS SOAP 1.2 and WSTrust 1.3 support and  
provide enough time for people to test out dependancies.

For now - have moved the M4 target build date to 10-Oct. We will  
udpate everyone once there is a pre-build to conduct some dependancy  
testing.
