Hi Jim and All,
Please make sure the Manifest file of org.eclipse.higgins.util.l10n package contains the right package name thats org.eclipse.higgins.util.l10n but not org.eclipse.higgins.util. localization.

For all the packages which are globalized by me, please make sure the Manifest file of these packages will have the org.eclipse.higgins.util.l10n in require bundle list.
