[higgins-dev] Higgins 1.1 M3 milestone build updates

Hi All- we are targeting the next Higgins milestone stable build (M3)  
for 25-July-08.

Please review and update the following list of candidate tickets for  
M3. Any items you can commit to for M3 leave as is, but please move  
any items you know will not be completed to either M4 or to a future  
milestone.
