thanks Jim for update. Ok to go ahead and check into the B-1-0-0 branch as fixing a major feature. We should also plan on checking this into the main branch as well for future releases. 

I have updated the Higgins 1.0.2 wiki to show the list of bug fixes planned for this release so far: http://wiki.eclipse.org/Higgins_1.0.2. 

Do you have any critical timing needs associated with this particular bug fix being released?

But, it's a fairly safe fix from what I can tell.  I've attached the diff.
