News update. The code has been rewritten so that the C++ xmlsec is no
longer needed and is in SVN.

1) Overall 1.0 Issue status.

2) IPR/Release review status. No open CQ's. The C++ xmlsec CQ was
rejected. Code is being rewritten. Eclipse legal is reviewing the 1.0 IP
Log. The committer and contributor contact list is almost done. Review
presentation in process.
