Yes. I just hunted that one down.  The trick is download the Java Web Services Developer Pack from Sun. The JWSDP file named: jwsdp-2_0-windows-i586.exe contained sjsxp.jar in its lib folder.   I downloaded the JWSDP from: http://java.sun.com/webservices/downloads/previous/webservicespack.jsp
 
Run that .exe to do the install.  I have the impression that the JWSDP may have also be part of the 6.0 JDK, but I've been running 1.5 and so used the stand along download.  The JWSDP install recognized my 1.5 JDK fine.
 
Note that I had to register with Sun to access the download.
