[higgins-dev] XML-based managed I-Card provider

I've checked in org.eclipse.higgins.icard.provider.cardspace.managed.xml project. This is an xml-based implementation of CardSpace-interoperable managed I-Card provider which is buildable and doesn't requires IdAS. There is JUnit test org.eclipse.higgins.icard.provider.cardspace.test.XMLManagedCardProviderTest that demonstrates how to use this provider.
