The basic reason for this is that MS does not support policy alternatives larger that a single alternative, thus each endpoint can only support a single token type, this is only a restriction in MS programming model not of the technology

What happens if the ic:TokenServicesList in an ic:InformationCard
specifies three endpoint references, each indicating a different type of
credential?  The tech ref simply says that they must be in decreasing
order of preference.  It doesn't say they all have to use the same
credential type.
