[higgins-dev] Revised estimate for RSS-P processing support

In preparation for the June 19-21 Berkman conference, we have been working on a higgins-based web app and enhancements to HBX to support a use of RSS that we call ‘RSS-P’. Our latest estimate is to have this RSS-P stuff working by the end of the day today.
