[higgins-dev] M4 Data Model Goal #6

Core data model goal #6 here (http://spwiki.editme.com/DataModelGoalsM4) says that an attribute's name indicates its type, but does not indicate the type of its value(s).
 
I need help understanding that. In my understanding of things, an attribute of a thing has a name, and a value (or values). Thus, there are two data elements: The name (which, I assume has a well-known type, such as URI), and the value(s). What data element does the type in #6 refer to if not the value(s)?
