Description:
Bugzilla#111935: Border Item (aka Gates) Infrastructure Consistency Issues
- The Border Items Infrastructure needed to go through some changes for
API stabilization.  The changes made should make it much simpler for
a client to use. 
- Attached is a document outlining the changes made and how this will affect
clients.
