1. Yes, there will need to be a "notice.html" file for the SUA, and the wording will need to include pointers to both of the EPL and Apache v2 license files. I expect that Eclipse legal folks will have a specific one for us when the IP has been fully approved.

2. I don't think that "about.html" file has anything to do with whether the project is single or dual licensed, but it details the license and also the licenses of any project dependencies. I would expet each project to have an about.html file.
