[gef-dev] "meta" palette entries for 3.2?

We have a nice, simple palette model,
but it looks like clients always want more.  One thing that has come
up recently is entries in the palette which are not themselves tools, but
they are options that affect tools.  It might be a single on/off toggle,
or a "radio button" group of mutually exclusive values.
