I have created https://bugs.eclipse.org/bugs/show_bug.cgi?id=468774

This is an issue that only happens occasionally in a very large system
when uninstalling/installing a lot of bundles. I will try to find more
information around how this could be reproduced.
However, since this is an NPE maybe some defensive null checking could help?
