Using URI redirections I've tested generating the catalogs from the actual release repositories:
-staging 2020-03 http://download.eclipse.org/technology/epp/packages/2020-03/RC2a http://download.eclipse.org/releases/2020-03/202003181000
In addition, I've tested actually installing them, also using
redirections to ensure that RC2a is actually installed and not
RC1:
-Doomph.redirection.train=http://download.eclipse.org/releases/2020-03->http://download.eclipse.org/releases/2020-03/202003181000
-Doomph.redirection.epp=http://download.eclipse.org/technology/epp/packages/2020-03->http://download.eclipse.org/technology/epp/packages/2020-03/RC2a
That appears to work fine and can see that aeri is not installed
in the 3 packages that I tried installing, so that looks good too.
I did notice that the download.php mirror script appears to be misbehaving yet again, so I opened this bug:

That definitely needs to be fixed before Wednesday otherwise the download.eclipse.org server will likely be hammered into a stupor for a few days like after the previous release:

In the light of the respin I have renamed the previous directories* to make it easier to differentiate and to make sure that mirrors don't have the wrong version mirrored by release day. New directory names are:
CI version (unchanged): https://ci.eclipse.org/packaging/job/simrel.epp-tycho-build/936/artifact/org.eclipse.epp.packages/archive/
renamed archives on download: https://download.eclipse.org/technology/epp/downloads/release/2020-03/RC2
P2 (unchanged): http://download.eclipse.org/staging/2020-03 and
P2 of EPP: http://download.eclipse.org/technology/epp/packages/2020-03/RC2
The RC2a is coming in a few minutes - so the above can probably be ignored and efforts expended on RC2a testing.
* Ed, I imagine that this will break something of yours - as we get closer to fully documented release procedure that includes accounting for respins this will hopefully not happen in the future.

For JEE the currently published file name has an error - it is missing the "-incubation" in the download area due to a mistake I made updating the epp.website.xml. I will be correcting this manually later today - the update for the xml is in gerrit now.
