After a quick review, it seems like the org.eclipse.datatools.oda.designer.feature is all about creating Eclipse plugins that extend DataTools to add support for new datasource. This seems far from the standard JEE use-case, and IMO is should be moved out of the Java EE package by default.
People who want to extend DataTools can still use the simrel repo to get it.
