[epp-dev] Commit rights for Mark Russell have been expired

Markus Knauer has expired the commit rights for Mark Russell (mrussell). 
The reason for this change is:

One of my yearly tasks is to update the list of active package maintainers
and committers of the EPP project.

I'd like to thank Mark for his contributions in the early days of EPP. At
that time he was working on an installer for Eclipse packages.
Unfortunately this installer never went into production.
