[epp-dev] Commit rights for Jordi Boehme Lopez have been expired

Markus Knauer has expired the commit rights for Jordi Boehme Lopez
(jbohmelo).  The reason for this change is:

One of my yearly tasks is to update the list of active package maintainers
and committers of the EPP project.

I'd like to thank Jordi for his contributions, sometimes visible to the
public (e.g. the EPP Wizard), sometimes invisible with p2 hints and tricks
in our coffee kitchen.
