No, you didn't miss the sign off but I was taken away from my computer yesterday before I could send out the mail.
IMO we should go forward: Even if there were problems in the delayed RC3 packages, we should try to build RC4 packages in the meantime. So it should be safe to update the common repo now.

I ask not only to pester this list :)
but also because there has been new contributions to the common repo, and
wasn't sure if I should promote latest build to post RC3 "maintenance"
staging, or wait, if there was still packaging work going on.
