Maybe there is a bug somewhere, but this is definitely a test that we should do on the packages in the future. I've added a 'upgrade' test to the list on this page: http://wiki.eclipse.org/EPP/Package_Testing

Hi All,

I have an older EPP package for PHP from 20090507. I've added Galileo
update site to the list, then I've pressed "Help -> Check for
updates".
It was observing the update site for a couple of minutes, then I've
got the following message: "There is nothing to update" (though there
are newer features on the Galileo update site). Can this be related
somehow to the bug:
