As you pointed out, the problems leaves in the metadata that is generated for your product. It seems to not have any instructions to set the launcher library (probably because of the way you are generating the product) nor does it have any information to create the dropins folder, etc.
I think you should explore a way to reuse the metadata from the SDK or the Platform (depending on your base) which could get you some of those configurations for free.

I commented on the bug yesterday but I don't think EPP can do much about it. And p2 cannot do anything either because the error is generated into the repository earlier.

I see the problem either in PDE, or in the product export, in some (generated) Ant files, etc. - the question is: Why is Platform not hitting the same problem?

What EPP could do is renaming the directory or moving the correct eclipse.ini file to another location after running the p2 director. But this would result in the very same problems that we tried to solve with the p2 package creation for Galileo because we would end up with some hand-modified files with different check-sums.

Any opinions?
