Hi Markus,

I have filed a bug about this (https://bugs.eclipse.org/bugs/show_bug.cgi?id=247423 ).

When I replaced org.eclipse.birt.report.engine_2.3.1.v20080908.jar with the one downloaded from
http://download.eclipse.org/birt/update-site/2.3/org.eclipse.birt.report.engine_2.3.1.v20080908.jar ,
it works as well.\
So if epp package use the jar file, it's weird that it got the jar with different size.

this means that the plug-in has the same version, but it differs in its size. 
The only explanation that I have so far is the fact that

  -> the package build uses the .jar file
  -> p2/UM uses the .jar.pack.gz file if available and if possible

Is it possible to explain the different sizes with this information? Okay, I 
would expect to see the larger file in the EPP package and not in the p2/UM 
package.

Or is one of the packages signed? And the other one is not? 

I'll look into it later today, but maybe you can already tell me if this means 
a go or a no-go for the reporting package.
