I cannot confirm this... in the build logfile I found this here:

 Replacing feature version of org.eclipse.birt with version

 Replacing feature version of org.eclipse.birt.doc with version 
 2.3.1.v20080630-2207w31191_19

In the zip file of the package I can find these features (same as on the 
Ganymede Staging Update Site):
