Perhaps an "Assigned to" column is a better approach?  That way I could assign it to a specific team member, to an iteration, or to a phase as appropriate?

Concept Milestone: - PM uses the term Milestone also between iterations..."Any" checkpoint.

Template Risk-List: - I would suggest a phase column, so that risks can be assigned to a specific phase. For example, architectural risk -> Elaboration.
