Did you install Jetty to your running Eclipse instance or to your
target environment (if the target environment is not your running
instance)?

I installed it to my running Eclipse (IDE) and did not use a custom target platform (target platform == Active Eclipse). I also refreshed the target platform several times. Should work, shouldn't it?
