CQ = Contribution Questionaire.  Its a form the Eclipse Foundation
requires a project to fill out when it wants to use code from a
non-Eclipse project.  Since BouncyCastle is a non-Eclipse project,
we would need to complete such a form.

IP = Intellectual Property.  The Eclipse Foundation has a team of
staff responsible for making sure all of the intellectual property
rights have been properly documented in projects, so that companies
who use code developed by Eclipse projects can be reasonably certain
that they actually have the necessary permission to use that code.

Its way more involved than I think a GSoC student really needs to
worry about... your project mentor can (and should) take care of
the necessary bits for you.
