I updated the EGit project metadata to say we will participate.

We aren't in a state to contribute yet, our goal should be to get
within the M5 build by Friday, February 5, 2010.

Once we have a build going, we can add ourselves to the Helios build.

There's also quite a bit of groundwork for us to do to become part of
the train in terms of signing and localization (and other things).
