SVN pending commit: Bug#334828 - UCP support

** New ucp.jar dependency for building the Oracle component, jar can be obtained from Oracle install, dbhome\ucp\lib

Changes:

- Adds UCPDataPartitioningCallback to integrate with Oracle Universal Connection Pool data affinity support.

- Updates ant build scripts to include new ucp.jar dependency for building Oracle components.
