[eclipse-pmc] Request for new API in SWT ToolItem

Request to approve new API that lets you set the height and width of a ToolItem.

GOALS/BENEFITS:

You can finally set the height of controls in ToolBars.

RISKS:

This is new API not being used by current clients, so the risk is low.

PERFORMANCE IMPACTS:

No performance impact.

Why so late: Platform UI identified the scenario last week.
