[eclipse-incubator-e4-dev] Update on the committer elections

When I nominated Tom and Ed as committers, I did not enter the e4 mailing
list name and as a result, the election updates go to a different mailing
list that is not even listed:
https://dev.eclipse.org/mailman/listinfo/incubator-dev

Unfortunately, this makes the election less transparent than it should be.
To keep everyone informed, I am copying the current status of the election
into this email. You can also subscribe to the obscure mailing list, but
note that even then, you will only receive future vote notifications if the
voters were subscribed to that mailing list at the time of voting. It looks
like this was not the case for any of the eight voters we had so far.
