If anyone is experiencing Bugzilla problems, there is a bug filed about it.  
The effects seen to date are: long delays, time outs, and sometimes even the 
"down for maintenance" screen from yesterday will appear.

The bug is Bug 85960 ("https://bugs.eclipse.org/bugs/show_bug.cgi?id=85960").  
[Not that that is necessarily much help for those without Bugzilla 
access....]
