[ecf-dev] getting started page and example code

Hi Folks,

I've put together a very wiki page and some example code in

Please review...if you have comments please make them, if you use and 
have problem please say them (caveat...I still have to fix the launch 
configurations in the host and consumer bundles...I hate launch 
configurations).
