Generally speaking IMHO it should be the minimal Version required else we should query the target to see which version is there

Only javax.annotation needs to be a versioned package import, but i normally recommend that for javax.inject as well, who knows maybe one Day we have the problem

IIRC we fixed that a while ago. Is anyone aware of a change, or an open bug report?
