[e4-dev] SDK 4.2/e4 0.12 releng project now a git repo

The SDK 4.2/E4 0.12 releng CVS project has been converted into a git repo, and is available at git://git.eclipse.org/gitroot/e4/org.eclipse.e4.releng.git

The 4.2/0.12 build has also been converted to  use the integration branch and auto-tagging scripts, the same pattern we are moving to in 3.8.  http://wiki.eclipse.org/Platform-releng/Git_Workflows#Contributing_to_a_build

Our 4.1.2 build also now runs from the git releng project and uses the auto-tagging scripts (for all of the git repos), but it doesn't use a separate branch for build submissions (R4_1_maintenance is tagged for the builds).
