[dtp-pmc] Petitioning for inclusion of BZ 191526 in DTP 1.5 RC3

Hi all...

We discovered some issues while integrating
context-sensitive online help with DTP Connectivity components. 

1)
The context string must be prefixed with the plugin ID to get the help
system to find the correct topic. This is a tweak to org.eclipse.datatools.help.

2) Dialog-level context sensitive help for Connectivity components was
not implemented correctly (my bad). This will affect org.eclipse.datatools.connectivity.ui.

We feel that both of these should make it into 1.5 RC3.
