[dtp-dev] API Strategy for DTP 0.7 ==> 1.0

Please find attached an API strategy recommendation for DTP 0.7 ==> 1.0.
The DTP PMC has discussed this document and agreed in principle. We'd like
to solicit committer/community feedback and then proceed to implement this
in near term.
